How can I ensure that I'm visible in the dark?

Attach the hanging reflector to your bag or clothing at knee height, so it can swing freely and be visible from both the front and back. Drivers will notice you best if the reflector is attached to the side facing the road.
Keep in mind that different types of reflectors are not mutually exclusive: the more reflectors you have on your clothes or accessories, the better and more reliably you'll be seen. You can also enhance your visibility with reflective products.

What is the difference between a reflector and a reflective product?

A product can be called a reflector if it meets the requirements of safety standards and is type-approved. The manufacturing methods for reflective products can be similar, but a reflective product may not fully meet the standard's requirements, such as size or the ability to rotate freely.
A type-approved reflector can be identified by the CE marking and code EN 13356. The visibility of reflectors is verified by measuring factors such as the total luminous intensity and surface area. A reflector that complies with the EN 13356 standard must also be able to rotate freely.
The standard ensures that the movement and retroreflectivity of the products attract the observer's attention when illuminated by vehicles on a dark road. 

Does a broken or scratched reflector work?

The wear and tear on a reflector's surface affect its reflectivity, and a reflector that has been in use for several years no longer reflects as well as a new one. For this reason, a reflector should be replaced every couple of years, and sooner if the surface becomes scratched or worn. Reflectivity can decrease significantly if moisture gets inside the reflector and damages the reflective film.
